The State Health Department is fully committed in the total health care of its people in the spirit of Health for all. The priority attention of the Department is to provide the optimum health needs of the people in general and particularly to those living in rural and tribal areas of the State.
The health system in the state of Manipur is based upon the primary health Care approach as envisaged in the National health Policy of 1983 with the objective for attainment of "Health for All' and All for Health'.
A. The administrative set up of the health Services in the State is organised at three levels :
The Administrative Department / Ministry located at the Secretariat is the highest level in the organisation. A Cabinet Minister supported by Secretary / Commissioner, Joint Secretary, Deputy Secretary and Under Secretary heads it Major decisions concerning policies, programmes and proposals are taken at this level.
The next level organisation is the Directorate of Health Services, which is the executive authority in regards to the health administration of the State. The Director of health Services who in turn is supported by Additional Director, Joint and Deputy Directors heads it. The Medical and Health Directorate gives direction and undertake planning, organisation, supervision, evaluation and monitoring of various health programmes.
The District Health Administration is the third administrative unit and headed by a Chief Medical Officer supported by a team of District Level Programme Officers. The main activity of the district health administration is implementation, supervision, evaluation and monitoring of health programmes and delivery of health care services at the grass root through a network of PHSC, PHC, CHC etc. Referral services needing specialised treatment are provided by the CHCs and District Hospitals. The Department is actively considering to strengthen the health administration by developing sub-divisional level health administrative units.
Likewise the health care delivery system in the State is organised at three(3) levels, each level supported by a referral centre. The levels are :
Primary Care Level comprising of Primary Health Sub-centres (PHSCs), Primary Health Centres (PHCs). Essential basic health care is provided at this level.
Secondary Care Level comprising of CHCs District Hospitals as referral centres where comparatively complex curative services are provided with basic specialist facilities.
Tertiary Care level Where specialist and super specialist care are provided. It includes the State Level Hospital (J.N. Hospital) and RIMS.
Although the department has been able to establish the require number of health institutions, wide infrastructural gaps still exist in the area of building, equipment and manpower.
The emphasis now is to give optimal functioning of the already established functionaries by providing the necessary infrastructures

With this, the state has achieved almost the National Norm for establishment of health Institutions in the rural and hill areas 1-PHSC for every3,000-5,000 population,1 PHSC for every 20,000-30,000 population and 1 CHC for every 80.000-1,20.000 population.
The population coverage by the primary health Care Units as on 2001 based upon the 2001 census is given below:
The calculation is made upon is made upon the population of Hill District of 9,83,074 (according to 2001 census) and Rural Valley population of 11,48,224(derived by subtracting the projected Urban population of Imphal Town of 2,57,336 as on 1-3-2001 from the total Valley population of 14.05,560 (according to 2001 census).
