PART – I

SCHEME OF STUDIES

Subjects of Studies :-

The following are the subjects of studies for class IX and X :

(1) First Language – one of the following :

Manipuri, Hindi, Assamese, Bengali, Mizo, Paite, Hmar,

Tangkhul, Nepali, Zou and Thadou-Kuki

OR

Subjects in lieu of First Language:

Any two of the following:

1. Elementary Manipuri  N.B.
(a) Those whose mother tongue is Manipuri
are not allowed to offer elementary Manipuri.
2.  Elementary Hindi (b) Those whose mother tongue is Hindi
are not allowed to offer elementary Hindi.
3.  Additional English
4.  Punjabi
5.  Alternative English

(2)  English
(3)  Mathematics
(4)  Science
(5)  Social Sciences
(6)  Work Experience
(7)  Physical and Health Education

Note :- All the students are expected to have studied three languages including regional language and Hindi up to class VIII. Those students who have been promoted to class IX without studying a third language for at least three years shall be examined by the school at the end of class IX in the same syllabus and text-books prescribed for class VIII. All such students before appearing at the High School Leaving Certificate Examination should have cleared the language.

I. Additional Subjects :

Students may offer one additional subject if they so desire, out of the following.

(i) Hindi, for those who do not offer Hindi as First Language
(ii) Home Science
(iii) Commerce,
(iv) Computer Science
(v) Higher Mathematics

 

II. Instructional Time :

There should be a minimum of 160 teaching days in a year. Assuming that there would be minimum 47 periods per week and the duration of each period would be 45 minutes,the instructional periods may be distributed as given below. However, schools may make suitable modifications.

III. Medium of Instruction and Examination :

Any one of the languages – Manipuri, Hindi, English or Bengali may be used as the medium of instruction and examination. In a language paper, however, answers must be written in that language unless otherwise specified in the question paper. In Mathematics and other allied subjects, English numerals shall be used.

 

IV. Scheme of Examinations :

The Board shall conduct a Public Examination viz., High School Leaving Certificate Examination at the end of class X in the courses prescribed for class X only. Numbers of papers, duration of examination and maximum marks for each subject/paper are as follows:

V. The Scheme of Continuous & Comprehensive Evaluation (C.C.E.):

(A) In one academic session under the scheme of C.C.E. there shall be the following three categories of tests.

i) Four monthly tests for every subject in April, June, August and October.
ii) Two term tests in July and September.
iii) One sessional examination in November

The following table shows marks allotted to each category of tests.

(B) Courses for the Tests:

The courses for the monthly Tests are as follows:

April Monthly Test - Lessons covered from the start of the session upto the date of April Test.
June Monthly Test - Lessons covered upto the date of June Test after April Monthly Test.
August Monthly Test - Lessons covered upto the date of August Test after June Monthly Test.
October Monthly Test - Lessons covered upto the date of October Monthly Test after August Monthly Test.

Monthly Test will be administered during the subject periods of 45 minutes and the type of questions will be Short Answer and Very Short Answer Type questions.

The courses for Term Test are as follows:

July Term Test -  Lessons covered from the start of session upto July.
September Term Test -  Lessons covered upto September after the July Term Test.

A model of the program of the Term Test is given below. The question will be Short Answer, Very Short Answer and Essay Type questions.

Model Programme of Term Test:

Time: -  1(one) hour for First Language, English, Mathematics and Additional Subjects;
  - 30 minutes for each of the other papers.
Marks: - 30 marks for First Language, English, Mathematics and Additional Subjects.
  - 15 marks for each of the papers.

Sessional Examination will be conducted at the end of the session and will cover the whole syllabus of the class. The scheme of examination given at (v) will be followed.

(C) Criteria for promotion to Class – X:

A student reading class IX may be promoted to class X under the following conditions.

(a) The minimum mark obtained by a student in each subject under the scheme of C.C.E. in one academic year is 33%, subject to a minimum of 25% in each subject in each of the three categories of tests, viz., Monthly Test, Term Test and Sessional Examination.

(b) The student gets a minimum of 33% in Work Experience and Health and Physical Education.

(D) Eligibility Criteria for HSLC Examination:

A regular student of class X is eligible for HSLC Examination if the student satisfies the following conditions:

(a) The minimum mark obtained by a student in each subject under the scheme of C.C.E. in one academic year is 33% subject to a minimum of 25% in each subject in each of the three tests, viz., Monthly Test, Term Test and Sessional Examination.

(b) The student gets a minimum of 33% in Work Experience, and Health and Physical Education.

(c) The student attends a minimum of 75% of the teaching days of the school.

(E) Marks obtained by a student in a subject except PHE & WE in an academic session under the scheme of C.C.E.

where X = marks obtained in Monthly Tests

Y = marks obtained in Term tests

Z = marks obtained in Sessional Examination

The minimum marks to be obtained by a student for eligibility to appear HSLC Examination or for promotion from Class IX to Class X are shown by the table given below:

VI. Excess Marks :

Excess marks over the pass marks obtained in the additional subject shall be taken into account for determining rank and division of the candidate.

VII.  Science Practical Test will be conducted by the schools. The marks obtained by the students (regular, external/supplementary offering Science) will be entered in the statement of candidates. Answer khatas will be submitted to the Board along with the duly filled – in Application Forms for examination. The Science Practical will be assessed under the following distribution :

Laboratory Note Book - 3 marks
Viva –Voce - 4 marks
Experimental Exercise - 8 marks

VIII. Regular Candidates :

A regular student of class X is a student who

(i) has passed class IX from recognised school of the Board,
(ii) is reading in class X in a recognised school of the Board,
(iii) has his/her name submitted in the list of students of class X as on the 30th April of the year preceding the examination, to the Board by the Head of the School.

OR,

    An unsuccessful candidate of the immediately preceding HSLC Examination conducted by the Board, who has got re-admission in the school from which he/she appeared in the previous HSLC Examination, within 25 days of announcement of results.

IX. Attendance :

(a) The student must have 75% attendance counted from the opening of class X up to the last working day of November of the year preceding the examination.
(b) Failed candidates who have rejoined class X shall be required to put in 75% attendance calculated from the date of admission to the last working day of November of the year preceding the Examination.
(c) In case of Migration/Transfer, attendance at the former school shall be taken into account in calculating the required percentage of attendance.
(d) If the attendance counted up to the working day of November falls short of 75% the candidate is not eligible to appear at HSLC Examination and Admit Card shall not be issued to him/her.
(e) Authorised participation in recognised games and sports and culture meets of the State Level or above may be counted as attendance.

X. Rules for condo nation of shortage in attendance :

(a) Shortage upto 15% only may be condoned by the Chairman of the Board. Cases of shortage falling below 60% in the class X shall not be considered.
(b)

The Principal /Headmaster/Headmistress shall refer every case of shortage within the above prescribed limit of condo nation in shortage of attendance to the Board, either with the recommendation or with valid reason for not recommending the case.
The following may be considered valid reason for recommending the cases:
(i) prolonged illness of the student (medical certificate to be enclosed)
(ii) death of parents or some other unavoidable incidents leading to absence from school and which merits this type of special consideration; and
(iii) any other reason of similar serious nature.
© The student who has been thus condoned to pay the condo nation fee prescribed by the Board from time to time.

XI. Admission :

(a)

Class IX: Only a student who has passed class VIII examination from a school recognised by the Government or a Statutory Board shall be admitted to class IX of a School recognised/permitted by the Board to open class IX.
(b)

Class X: Only a student who has passed class IX examination from a school recognised by the Board shall be admitted to class X of a school recognised by the Board.
© Transfer from other Board:    In case of student migrated from other Boards/States the following documents should be produced:
(i) The school is recognized/affiliated to the Board or recognized by the State Government as the case may be.
(ii) The transfer certificate is countersigned by the concerned Education Officer not below the rank of Inspector of Schools.
(d) Admission/transfer within the Board: Transfer from one school to another may be allowed on the ground of change of residence or transfer & posting of the parents.
Last date of admission on transfer
Class IX to Class X - 28th February
Class X to Class X -20th July
(e)  a student of class X shall not be allowed to migrate/transfer from one to another during the session after 28th July.
(f) A student, who studied in a recognised school and failed at the HSLC Examination may be re-admitted by the Head of the same school within 25 days of announcement of the results. The Heads of the schools are to send the names of such students to the Board within 30 days of the announcement of results.
(g) Permission for admission on transfer should be obtained from the Secretary, Board of Secondary Education, Manipur.

XII. External Candidate :

A candidate who fails at the HSLC Examination may re-appear in all subjects in the subsequent examination as external candidate provided (a) he/she gets registered in the school from which he/she appeared in the last HSLC Examination. Forms of such candidates with the required permission fee and other required examination fee, mark sheet fee, centre fee, etc. prescribed by the Board from time to time should be submitted on or before the last date of submission of the application forms for the subsequent examination.

XIII. Supplementary Candidate :

A candidate who fails at the HSLC Examination and passes at least in one subject or a candidate who fails at the HSLC Compartmental Examination may re-appear in all subjects in the subsequent examination as external candidate provided the terms and conditions at para XIII.

XIV. Pass Criteria and Classification of successful candidates :

(1) Pass criteria of successful candidates of the examinations held at the end of class X
  (a)33 marks out of 100 marks in First Language or subjects in lieu of First Language.
  (b) 33 marks out of 100 in English.
  (c) 33 marks out of 100 in Mathematics.
  (d) 50 marks out of 150 in Science.
  (e) 50 marks out of 150 in Social Sciences.
(2) Classification of successful candidates:
  (a) III Division – 200 marks and above but below 270
  (b) II Division – 270 marks and above but below 360
  (c) I Division – 360 and above in the aggregate
  (d) Letter – 80% marks or above in a particular subject
(3) Marks of the subjects assessed internally will be shown in mark sheet. While marks of Science Practical will be counted for pass, division and rank, marks of other subjects obtained in the internal evaluation will not be counted for pass, division and rank.

XV. Registration of class X students :

(1) All the students of class IX reading in all the recognised schools permitted to open class IX are to be registered with the Board.
(2) Every student will be allotted a Registration No. without which the student will not be allowed to appear at class IX Examination and the HSLC Examination.
(3) School will submit in the prescribed form, list of students of class IX with full particulars along with registration fees on or before the last working day of March of the current year.
(4) Any correspondence in respect of a student with the Board should accompany the Registration No. alloted by the Board.
(5) The C.C.E. reports, the tabulation sheet of class IX Examinations, the list of class X reading students, etc. are to be arranged in the same order of list of students submitted for registration of class IX.

XVI. Changes of subjects :

Subjects not offered in class IX can not be offered in class X. Change of subject is not allowed.
