Gram Panchayats

    Since 1952 Rural Dev. And Panchayati Raj has been functioning in the State with the objective to implement Community Development Programmes introduced in the country and to accelerate the pace of development in rural areas involving people’s participation.

    There are 34 Block Development Offices ( 9 C.D. Block in Valley and 25 T.D. Blocks in the Hill) in the entire State under this Directorate. District-wise number(s) and name(s) of Blocks are as under.

SCHEMES

    State Level Monitoring Cell was established in the year 1981 to accelerate the implementation of 20 Point Economic Programme and other central sponsored scheme introduced from time to time. The Cell is directly responsible for implementation and supervision of Rural Development Schemes sponsored by Govt. of India and also co-ordinate the implementing agencies i.e. DRDAs at the District as well as the State Departments.

    The following schemes are implemented by this Department through the 9 (nine) districts/DRDAs of Manipur –

1 S.G.S.Y. (Swarnajyanti Gram Sarojgar Yojana)

This scheme launched w.e.f. 1.4.1999. Govt. of India have released a sum of Rs. 119.097 lakhs as the 1st   installment central share for the year 1999-2000.

2 J.G.S.Y. (Jawahar Gram Samridhi Yojana)

The Central allocation of fund for the year 2001-2002 is Rs. 1206.29 lakhs. Against the allocated amount Rs. 276.54 lakhs had been released by the Govt of India and Rs. 265.30 lakhs was released by the State Govt.

3 I.A.Y. (Indira Awaas Yojana)

Allocated a sum of Rs. 661.80 lakhs as Central share and Rs. 220.60 lakhs as State share. Against the allocation, central share released Rs. 299.15 lakhs and released Rs. 220.60 lakhs as state share.

4 P.M.G.Y. (Pradhan Mantri Gramdaya Yojana/Gramin Awaas)

During 2000-2001 a sum of Rs. 50.00 lakhs was allowed to released during the financial year 200-2001 and remaining Rs. 315.00 lakhs was released by the State Govt. during the year 2001-2002. The Central allocation for the year 2001-2002 is Rs. 543.90 but not released due to no submission of utilization certificate for the amount of Rs. 365.00 lakhs released during 2000-2001.

5 E.A.S. (Employment Assurance Scheme)

The allocation of fund is Rs. 1205.89 (Central share Rs. 904.42 lakhs and State share Rs. 301.47 lakhs). Against the allocation Rs. 261.71 lakhs and Rs. 209.03 lakhs have released by Central and State share.

6 MLAsLADP (M.L.As Local Area Development Programme)

During the year under report a sum of Rs. 6.00 crores had been released to the district at the rate of Rs. 10.00 lakhs per Assembly constituency fo taking up various development works.

7 P.M.G.S.Y. (Pradhan Mantri Gram Sadok Yojana)

The central allocation of fund for the reporting financial year is Rs. 80,71,71,000.00. Release of fund is being made after finalisation of all the formalities.

TRAINING

    The State Institute of Panchayati Raj and Rural Development is functioning for imparting training to various officials and non-officials/Panchayat functionaries in the fields of Rural Development and Panchayati Raj. The Institute started functioning since the year 2000. At present the Institute is running with Central Assistance from the Ministry of Rural Development.

    During the year 2000-2001, the institute conducted 15 training courses including 4 Off-Campus programmes organized by the National institute of Rural Development, Hyderabad and NERC, Guwahati.
