PDS Antyodaya Anna Yojana Annapurna Scheme Prices of PDS item Oil sub-dealer Streamlining measures

1.   INTRODUCTION

      The Food and Civil Supplies Department is responsible for procurement of foodgrains and other Essential commodities, building up and maintenance of stocks & their storage, and supply and delivery to the distribution centres. A close watch is kept on procurement, stocking and price level of food grains etc. and efforts are made to ensure availability of food grains and other PDS commodities at reasonable prices in different part of the State

2.   PUBLIC DISTRIBUTION SYSTEM : 

        Most of the consumer goods including foodgrains consumed in the State are procured from outside the State. The Public Distribution System which is being operated through the Department of Food & Civil Supplies, therefore, plays  a crucial role in supplementing the availability of basic essential commodities at fair and reasonable price. The role of PDS is to act as deterrent against creating of artificial scarcity, shortage psychosis and price as well as ensure availability of the minimum quantities of basic essential commodities to the consumers specially to the poor masses on a fairly uniform and at prices which are less than open market prices. The food & civil Supplies Department has therefore, been endeavoring to strengthen the PDS in the State so that the benefit of the system reaches all nooks & corners of the State.

        The PDS, functioning through a wide net-work of Fire Price Shops (FCS), aim primarily at supplying foodgrains to the consumers, particulary the vulnerable sections of  the population at reasonable prices. The State Government fixes the prices of foodgrains and other essential commodities subject to the Central Issue price (CIP) from time to time and and distribute them at the scales fixed by the Government.

        At present, the PDES items distributed to the public by the Department directly are rice and levy sugar only and other commodities viz. wheat and wheat products, Edible Oils & Iodized Salt were no distributed during this period due to financial constraints of the  State PDS rice and levy sugar are distributed through Fair Price Shops at the price fixed by the State government. Besides, the essential commodities, viz, S K Oil, PLG etc. are distributed to the needy consumers through S.K. Oil Dealers/ Sub-Dealers and LPG Agencies. The Deputy Commissioners of the Districts are responsible for supervision, Checking and monitoring of the items distributed in their respective districts.

        The policy of PDS is reviewed by the Govt. of India whenever needed. The trend of the PDS till date from the beginning are given below :-

3.     IMPLEMENTATION OF ANTYODAYA ANNA YOJANA : 

        Antyodaya Anna Yojana has launched by the Govt. of India on the 25th December, 2000. The scheme reflected the commitment of the Govt. to ensure food security for all including those in the category of BPL who have minimum purchasing capacity, create a hunger free India in the next five years and to reform and improve the PDS so as to serve the poorest of the poor in Rural and Urban areas. AAYfamilies will be identified out of the number of BPL families who would be provided foodgrains at the rate of 25 kgs/family/month. The foodgrains will be issued Rs.2/- per kg. for wheat and Rs.3/- per kg.of rice.

        This scheme has been implemented in Manipur w.e.f. Jan,2002 i.e. the month/ year from which the Government of India started allocating the monthly quota for Manipur. At present, the quantity of PDS rice entitled per family per month has been increased from 25 kgs. to 35 kgs w.e.f. April,2002.

4.  IMPLIMENTATION OF ANNAPURNA SCHEME 

        The Annapurna Scheme aims at providing food security to meet the requirement of those Senior Citizens & destitute, aged 65 years and above, who though eligible have remained uncovered under the National Old Age Pension Scheme (NOAPS). Under the Annapurna Scheme,10 kgs of foodgrains per month is to be provided "FREE OF COST" to the Beneficiary.

The Department has already complementation of the Scheme for 2000-2001 through the DCs of the District during 2001-2002 was made in one-go instead of monthly allocation because of the fact that the scheme implemented during 2001-2002 was for the earlier year 2000-2002.A total of 4831 beneficiaries were covered throughout the State.

    The key stone in the PDS is the FPS and the kingpin of the system is the FPS Agents and SK Oil Sub-Dealers. The entire success of the PDS depends on how efficiently and effectively the rationing Agents and SK Oil Sub-Dealer function / operate. The last point of delivery of the PDS items to the consumerists FPS level is extremely important for this purpose. FPS level Vigilance Committees are constituted to supervise and check the distribution of PDS items at their own areas as this is the most crucial stage of the delivery under PDS.

 Similarly, SK Oil Sub-Dealer are also appointed for distribution SK Oil to the public.
